Brownlee Lighting, founded in 1977 and headquartered in Orlando, Florida, is proud to manufacture a product line that supports American jobs and families. All Brownlee products are designed in America and utilize as many American-made parts as competitively and practically possible. Brownlee supports a variety of American aluminum and plastics extruders and fabricators across the country and has relied on their high-quality workmanship for decades. Brownlee is proud to assemble and wire all end products in-house, as well as perform most of if not all painting in-house depending on model. Additionally, we perform light metal and plastics fabrication, part modifications, all QC, and all packaging in-house.

Inevitably, certain components do come from overseas on certain product lines, which can impact our ability to make “Made In USA” claims across the board. We are conservative in this regard and have meticulously analyzed our offerings to provide transparency on this subject. This page is broken into two sections: Buy American Act (BAA) Compliance & Build America, Buy America Act (BABAA) Compliance, and highlights our respective offering within each category. Refer to our specification sheets for the most up-to-date information, and critical exclusions which may exist.

Buy American Act Certificate of Compliance

Enacted in 1933, the Buy American Act (BAA) (41 U.S.C. §§ 8301-8305) generally requires the federal government to procure U.S.-made goods rather than foreign-made ones. To comply with the BAA, an end product must satisfy two criteria:

It must be manufactured in the U.S.; and
The cost of all U.S. components must exceed 65% of the cost of all components, or it must be a “commercially available off-the-shelf” (COTS) item.

Most Brownlee Lighting product specification sheets display an optional offering titled Buy American Compliant (option code “BAC”). Brownlee Lighting products specified/ordered with this option code will be manufactured in compliance with the requirements of the Buy American Act (BAA) (41 U.S.C. §§ 8301-8305) and labeled as such.

Build America, Buy America Act Certificate of Compliance

The Build America, Buy America Act (BABA Act) provisions of the Infrastructure Investment and Jobs Act (IIJA) of 2021 (Pub. L. 117-58) implements government-wide Buy America requirements for all infrastructure projects (including state and local) that receive federal funding. To comply with the BABA Act requirements, a manufactured product (that is not made predominantly of iron or steel) must satisfy two criteria:

The end product must be manufactured in the U.S.; and
The cost of the U.S. components must exceed 55% of the total cost of all components of the manufactured product.

Many Brownlee Lighting product specification sheets display an optional offering titled Build America, Buy America (option code “BAB”). Brownlee Lighting end products properly specified/ordered with this option code will be manufactured in compliance with the requirements of the Build America, Buy America Act (BABA Act) provisions of the Infrastructure Investment and Jobs Act (IIJA) of 2021 (Pub. L. 117-58) and labeled as such.
